I want to put my vintage Celica mudflaps on.

These little plugs are in the bolt holes. How do I get them out? I felt around, and they are really wide in the back, and they don't turn. There is nothing you could put a wrench to. I may have to jack it up and pull the wheel, which I hate to do for a little job. I live in fear of damaging my chrome lug nuts.

I’m thinking you'll have  to cut the back of them off with a side cutter.

If they are plastic then something like an old soldering iron might do the trick. Heat it up and try running it through the middle. Kind of like drilling out a rivet. Just don’t breath the fumes.

I started putting mud flaps on my car a couple of weeks ago and quickly determined that removing the wheel was a necessary step.

Take the wheel off. It will make the job so much easier. If you can’t cut the back off with some cutters, drilling them out would probably be the way to go to not damage painted metal underneath. Be sure to center punch them before drilling and/or do a pilot hole with the smallest drill bit you have.

Can you get a file in behind then? You could file the back side off. For plastic, I would whip out a Dremel with a cutting wheel but access is probably the issue. Center punch and drill/mangle is probably the only way. I'm not sure I would recommend prying from the front while melting the reverse side.
